Add "First" and "Last" navigation buttons to groups and users page

      Problem Definition

      User and group management pages currently show links to only a few pages at a time, so for instances with many pages, getting to the first or last page requires a lot of clicking.

      Suggested Solution

      Add "First" and "Last" page links, for example as << and >> to the navigation.
