Add logic to NUnit runner to use --test instead of -run

      Problem Definition

      In BAM-18833 we improved the NUnit Runner to add include/exclude filters for NUnit 3 Compatibility. However, another breaking change was replacing -run with --test

      Suggested Solution

      Add a check to determine use of --test based on the version of the NUnit runner.
