Repository stored specs endpoint only works if anonymous users have access to Bamboo

Steps to Reproduce

Revoke access from Anonymous users to Bamboo in Global permissions and try to call the RSS endpoint.

Expected Results

The RSS should be triggered when the endpoint is called.

Actual Results

The RSS is not triggered and the webhook receives the following response from Bamboo:
