Inactive users are showing up in the list when adding permissions

      Summary

      Bamboo doesn't hide inactive users from the list of users when adding permissions to a plan, project and etc.

      Steps to Reproduce

      1. Go to the Bamboo administration > Overview > Security > Users page.
      2. Flag a user as INACTIVE.
      3. Access the Bamboo administration > Overview > Secutiry > Global permissions page.
      4. Start typing the user's name inside the 'Add users' field under User access.

      Expected Results

      No results. Bamboo should display a message saying "No matches found".

      Actual Results

      It's possible to select the INACTIVE user and grant permissions.

      Notes

      Important

      This does NOT mean inactive users will be able to access Bamboo. Inactive users cannot access/log in to the application while flagged as INACTIVE.
