Add agent dedication configuration in the supported Rest API

      Summary

      Right now the only way to dedicate agents is through the UI. The purpose of this request is to extend the Rest API to include this functionality.

      Example of Rest call that could be useful:

      curl -u user:password -POST https://<bamboo-server-url>/rest/api/latest/agent/assignment?executorType=AGENT&executorId=<agent-ID>&assignmentType=PLAN&entityId=<build-plan-ID>
