Edit Local user repository after changing to Crowd

    Description

      Problem Definition

      With Bamboo using atlassian-user for user management, once the instance is configured to use JIRA or Crowd as a user directory, the local users are not available.

      Suggested Solution

      In the absence of Embedded Crowd (BAM-11376), allow users to edit users in the local repository as well those existing in the JIRA/Crowd repository.

      Workaround

      Unfortunately there is no available workaround at this time.
