Bamboo sends INPROGRESS state as soon as build is queued, not when build starts

Problem Definition

When Bamboo queues a build, it sends an INPROGRESS notification to Bitbucket immediately. Because Bamboo may do this when no remote agents are available, this means that Bamboo could send INPROGRESS statuses for builds and never update them.

Instead, Bamboo should only be sending INPROGRESS once the build starts.

Suggested Solution

Trigger INPROGRESS only when the build has actually commenced, or allow a configuration setting to control when INPROGRESS is sent to Bitbucket Server
