Problem Definition

After we submit a plan to Bamboo using Bamboo Specs, after we delete it from the Bamboo UI there is a small delay while Bamboo completes background deletion tasks. If the plan is resubmitted via Specs it fails with unhelpful error message (even with DEBUG enabled):

Suggested Solution

Provide an error message that informs the user why the plan was rejected.
