When cloning a plan, there should be an option to inherit quarantined tests

      Problem Definition

      Cloned plans do not currently inherit quarantined tests. Tests need to be manually quarantined after a failed build is done.

      Suggested Solution

      Provide option for quarantined tests to be inherited.
