Textual plan representation should be accessible to non-admins

      It appears that the "View as YAML" feature is only available to instance admins. This might be due to its beta-feature nature, but I hope it's clear that this should be available to all users that have at least read access to the plan.

       

      By the way, this would at the same time solve this issue: BAM-11515 in an elegant way.
