Improvement

Currently we only have a rest API (/rest/latest) that will retrieve the last completed build but not if a build is in progress. Also, when using the results api only 'Unknown' is returned for currently building builds for a particular plan. This request is to improve the existing api to retrieve builds that are actively building

Note: this can be achieved with the free Atlassian supported Pre-Post Build Command Runner plugin with additional implementation.
