UI displays VS Test Adaptor Discoverer as a capability type

Summary

 An invalid capability type "VS Test Adaptor discoverer" is displayed in the Agent "Add Capability" drop down list. 

Steps to Reproduce

1. Install a new 5.14.X
2. Go to the Default Agent
3. Go to add capability
4. Select the pulldown list of types
5. VS Test Adaptor Discoverer is displayed
6. Selecting it results in the UI updated with the text "

   vsTestCapabilityEdit.ftl" and an NPE in the logs.

Expected Results

Not to have the capability listed.

Actual Results

Selecting and saving with the capability selected results in an Internal server error / NPE 

Resolution

Install Bamboo 5.15.1 or update bamboo-dotnet-plugin to version 5.14.2 (https://bitbucket.org/atlassian/bamboo-dotnet-plugin/downloads/atlassian-bamboo-plugin-dotnet-5.14.2.jar)
