Prevent repository upgrade task from versions older than 5.14 to run if data is in already in 5.14 format.

While this should not happen under normal circumstances, it seems to be common problem for people migrating from Bamboo Cloud who sometimes accidently re-run upgrade task.

Since it's entirely preventable in the code we are going to fix it for 5.15.
