Allows to switch off dependency trigger

Now if i have dependency between projects it is ALWAYS trigger the build. Sometime it isn't necessary. For example if I need to build only if some changes in repository, but preserve dependency tree.

For example

a -> b -> c -> d

I need always build 'd' if any changes in parent projects, Parent projects only if have changes.

If I set the 'right' dependencies 'b' and 'c' build alwayse if some changes in 'a' - wrong.

if I break make direct dependencies to 'd' from parents and remove inter dependencies it sometime works but may build in wrong order e.g. 'c' before 'b' (if both have changes in repo).

So I NEED to have full dependency tree, but for 'a', 'b' and 'c' trigger the build only if repository have changes
