As an admin I want to set AWS credentials at a project/plan level

      Problem Definition

      The Shared credentials are currently available to all plans. As an admin, I want to only have the AWS credentials available for specific plans/projects.

      Suggested Solution

      Provide AWS credentials to be put in at a project/plan level.
