Add security setting to Block users from being able to Dedicate Agents to Build Plans and Deployment Enviroments

      It is not a great idea to allow anyone who can edit a build plan or deployment environment to have the ability to Dedicate Bamboo Agents! We really need the ability to block this functionality. We have had many occurrences where someone has dedicated agents to their jobs and blocked other users and teams from being able to run builds.
