Local users still show up when local repo is disabled (LDAP enabled)

      Summary

      When LDAP is enabled and the local repo is disabled (by commenting the repository entry in atlassian-user-custom.xml) the local users still show up mixed with the LDAP users.

      Steps to Reproduce

      1. Create a local user with the same name of one present in LDAP, lets say testuser
      2. Configure the Bamboo to use only LDAP, avoiding the local repository configuration by commenting the following line from the standard config: (refer to: How to set up LDAP in Bamboo)
        <hibernate name="Hibernate Repository" key="hibernateRepository" description="Hibernate Repository" cache="true"/>
        
      3. Navigate to Bamboo Administration > Overview >> Users and verify the user testuser is duplicated (one entry from local repo and another from LDAP). This behavior is not reproducible when using Crowd.

      Expected Results

      Only users from LDAP will show up at: Bamboo Administration > Overview >> Users

      Actual Results

      Both users from LDAP and Local repository are visible at Bamboo Administration > Overview >> Users, but only users from LDAP are able to login.

      Note

      This problem is not reproducible in Bamboo 5.10.3, 5.11.3.
