Currently notifications for events need to be configured on a plan level.
Some Bamboo administrators would benefit from having global notifications.
Instead of having to configure the notifications for each and every plan, they can be configured just once on a global level.
Clearly this only works for environments where a small administrator team wants to receive all notifications for all plans.
This could be an extension of the already existing 'System level notifications" functionality.
