Updated notification recipient does not show in UI until after a restart

Summary

After updating notification recipient (user), the UI does not reflect the updated information until after a restart

Steps to Reproduce

1. Setup a notification with a user type recipient.
2. Edit the notification and change the user

Expected Results

The UI should show the new updated user recipient.

Actual Results

The old user recipient is still shown. The UI only get updated with a restart. The notification still follows the updated recipient despite the UI showing the old recipient.
