Otherwise you run into strange situation when you can't deploy a release even though all the pieces are there.
By "protected from expiry" we mean:

• not expired because of "minimum builds to keep" feature
• not expired because of "keep builds with labels" feature

Workaround:

• disable expiry
• increase the expiry time
• increase number of releases to keep
