Problem Definition

In 5.11 a change was made to who can modify linked repositories. With the new "Create Repository" permissions, "plan administrators" can no longer add repositories unless they have the global "Create Repository" permissions.

Suggested Solution

Allow Plan administrators to add repositories regardless of their Global permissions.
