Site or Bamboo Admins should be able to manage all Linked Repositories

This affects Bamboo on Atlassian Cloud.

When a Linked Repository (LR) is created, by default only the user who created it has permissions to manage it. Other administrators are unable to manage the LR or even see who created it.

By default, site-admins or bamboo-administrators should have permission to manage any LR in their account.
