Windows releases of 5.11.1 do not contain tomcat.exe and tomcatw.exe

All windows distros of 5.11.1 do not contain the tomcat executables while all prior versions do. This will stop customers on Windows from upgrading unless they manually add the files in themselves.

Workaround

1. Download these binaries:
   • 32bit: tomcat_32_bit.zip
   • 64bit: tomcat_64_bit.zip
2. Extract them into Bamboo Installation Directory/bin
3. Try running InstallAsService.bat again
