Dedicate agent not in audit log

      Problem Definition

      Currently dedicating an agent is not captured as an event in the audit log. This makes it difficult to track down changes made to dedications.

      Suggested Solution

      Log an event to the audit log comprising the responsible user, time, agent and any changes to plan dedications.
