Deffer build triggered by parent plan build

The case:

I have the heavy build that triggered by parent plans. I want to limit the build frequency e.g. one in hour (not each hour, but only if parent plan was build),

Proposed solution:
Add to a project dependency management section some control that will somehow manage that.
