Problem Definition

When creating a new branch or cloning an existing plan, a first-time build is performed. For some customers this is an unnecessary use of agent resources as no code changes have occurred, and a new build is not desired until a code commit is made.

Suggested Solution

Add the ability to disable initial build on new branches/cloned plans, so first build only occurs on change detection.
