When artifacts can't be published a build does not fail

      I had have an issue with artifacts that can't be published. This error did not fail the build
      and also the dependent deployment project did not fail, but it used the previously published artifacts. What was a bad thing.

      In my opinion when publishing of artifacts fails it should also fail the build.
