Branch clean up deletes new branch if the name is the same with previously deleted branch

SUMMARY
Branch clean up deletes new branch if the name is the same with previously deleted branch.

SCENARIO

• A branch created in repository e.g. "B1"
• Bamboo detected the branch and create a plan branch for it
• "B1" branch deleted from repository
• "B1" recreated in repository
• Bamboo deletes the branch after the set time met e.g. 7 days - even though "B1" recreated in repo
• Create plan branch in Bamboo manually and use "B1" as source repo
• Bamboo immediately delete the plan branch when branch clean up executed
