Allow Bamboo to monitor build log size and stop builds when their logs grow too large

      Currently if a build logs infinitely or even excessively the files grow unbounded and this will cause the agents to crash. If Bamboo could monitor the size of those logs at a configurable size this crash could be avoided.

             can you prioratize this CR? we had two Bamboo service failure incidents with large build logs with regex lable search. even with a 160MB file with complex regex pattern can stop whole Bamboo plans to build.

            We will be working on decoupling artifact transfers from JMS, reducing the I/O load of log transfers and providing configurable caps on runaway builds.

            I my case the build spawn 1.2 Gb/minute this cause bamboo to tag all agents as offline.
