Check if the revision number has been built before in other branch plans before starting a build

Currently, Bamboo does not check if the particular branch contains the same code with other branches. This will cause duplicate build of the same code if other branch is at the same revision.

Bamboo could run a pre build task to check if other branch plans have the build results for the revision number
