It'd be really nice if we could have some additional notifications at the system level so they could be set for the entire instance (if desired) and would apply to all build plans. The ones in particular I'd like to have:
-Change of Responsibilities -> Committers
-Failed Builds and First Successful -> Committers

The choices for where to send the notifications would probably have to be limited here, but "committers" is generic enough that it would apply to all builds (in my scenario).
