Prioritize Agents based on speed

      Assume you have multiple Agents, all with the same capabilities.
      Some of the Agents run on fast hardware, some on slow hardware.
      The slow Agents are there to avoid builds from getting queued if there are multiple builds at the same time.

      Obviously you want a build to run on the fastest Agent available.
      However, currently the Bamboo server will pick a random Agent for a build.

      It would be useful if you can specify an Agent priority.
      The fastest available Agent would then be picked first, and the slowest Agent last.
