Detect and use existing branch plan if a branch was deleted and recreated in Git

When a branch is removed in Git, Bamboo detects it and disables the branch plan. When the branch with the same name is created, Bamboo creates a new branch plan rather than reusing the existing disabled one.

Bamboo should check the branch name with existing branch plan names if one exist already.
