Add additional option to stop instances not terminate

At the moment, the automatic termination of EC2 instances will terminate them. It will be a good option to allow users he option to choose whether instances should be terminated or just stopped.

The use case for this is to have improved start up of instances. In situations where the instance has a start up script that installs some additional executable/libraries, the instance takes longer time to fire up.
