IM notifications to Hipchat from Bamboo replaces Russian characters with question marks

Steps to replicate

1. Create a user with full name containing some Russian characters. I created a user in this case with a name "Адриан"
2. Create an IM server
3. Configure a build notification to send out notification to hipchat rooms
4. Run a build and wait for it to send out notification

Observed Behaviour
The notifications are send but the characters are replaced with a question mark. See the attached screenshot. It is worth noting that the build result summary renders the characters correctly and all encodings are checked

Workaround
Hover around the masked username and you can see the username of the person that triggered the build
