Bamboo will silently fail to create NOTIFICATIONS table

When installing a new Bamboo 5.8.1 against an older database, the installation process may fail to create the NOTIFICAITONS table due to a issue with an "Specified key was too long; max key length is 1000 bytes" which is only reported in the Bamboo log. The installation will however continue - and appear to be a well installed Bamboo that you can log in to just fine. Once the first plan is created Bamboo will fail.

An improvement for Bamboo would be to proactivly flag this in the UI, or exit the installation, until the DB is able to support the required key size.
