Allow subnet notation for build plan triggers

For customers who are load-balancing, or using large infrastructure, it would be beneficial to specify a subnet (A.B.C.D/SS) where a trigger request may come from. This would prevent the need to re-configure the IP address for multiple plans should the network configuration change.
