TriggerConfigurationService.createTriggerList() empty implementation

TriggerConfigurationService.createTriggerList(PlanKey planKey, @NotNull List<TriggerDefinition> triggerDefinitions);

appears to be a noop in TriggerConfigurationServiceImpl. It should be either implemented or deleted from the interface.

I've been looking into the method for our plugin where we create multiple triggers at the same time and I was hoping to avoid the multiple plan saves associated with createTrigger() method.
