      How to reproduce it:
      10 local agents, plan with 2 stages:

      • stage A: 1 job, sleep 20s
      • stage B: 8 jobs, sleep 60s

      Run plan and observe that when stage B starts only subset of jobs will run immediately thought there are available agents
