Allow Bamboo build/deploy permissions to be tied to JIRA issues

In the same way Stash can be configured to not allow a merge to take place unless a set number of successful builds have run, Bamboo should be able to tie JIRA issues status to builds/deploys. Bamboo would benefit from the ability to disallow builds/deploys to fire off unless certain associated JIRA issues had been shifted to a resolved status.

A similar effect can be achieved by configuring a build to only trigger off of a JIRA issue , but this would allow for tighter integration with JIRA and more control over builds/deploys.
