Push notification from Stash does not work

      Seen on locally on our instance. Manual build run works and properly picks up changes.

            Looks like echo service is decoupled from event push. If one can work while the other does not, we need a place in the UI where we can see the current status of Change/Branch detection mode and a manual override.
