Clover coverage should be picked up even when build fails

    Description

      Coverage currently isn't picked up if a build fails. A better alternative which may not affect the accuracy of the data as much is to check whether clover artifacts exist rather than using the build status. In Clover, coverage is still recorded for failing tests.
