Add mechanism to provide feedback on linked applications

Bamboo was connected to stash via application links and the repositories are linked to bamboo. Customer faced an issue where build dependencies stopped working and after further investigation, we found out that stash was left in a zombie mode due to OOM on the stash server. It will be good if we can have a notification or a banner to let users know of the health of the linked applications.
