Currently if a user is over the 10 job limit with the evaluation license and they switch to starter license they'll be locked out of Bamboo.

Please add the ability for the user to login and access plan curation options once they've switched to the new license.

Current workaround: Generate a new Eval license from my.atlassian.com, swap in the new license, remove the plans, switch back to the non-eval license.
