Add commenting possibility to Quarantining tests

      We like the Quarantine function very much.
      In our current workflow, for most of the quarantined tests there is a linked JIRA issue.
      However, sometimes we do not want to create them and want just to "silence" the test for some period of time.

      It would be nice to have the possibility to also add a "comment" to the test, or during quarantining it.

            This would be an important improvement. The person investigating the failure needs to provide some information on why the testcase should be quarantined whether it be a temporary thing or due to some external factor that may take some time to resolve. A simple comment may be sufficient reminder for them or team mates as in many cases creating an issue is too heavy.
