Starting an EC2 instance puts Global SSH access rule into the EC2 security group

    Description

      According to our Documentation it's possible to disable the Global SSH access rule from the elasticbamboo EC2 security group.

      However in Bamboo 5.5-OD-02 Bamboo will automatically put the rule for Global access back into the EC2 security group every time an instance is started. This happens both if the SSH rule is removed entirely, or restricted to a few IPs.
      This does not happen in 5.5-OD-01.
