Improve error reporting when Perforce client/workspace not found

      When a Perforce workspace is deleted or unavailable, and a plan run, the error/exception returned will be

      Perforce can't be retrieved due to no output from:
      p4 changes -m 1 -s submitted //<workspace>/...". 
      

      To clarify this, can we check once for the existence of the workspace prior to the start of the stage or job. This would improve error
      reporting for customers, i.e. "Workspace X not found."
