Description
Problem:
a user with 'Restricted Admin' Global Permission (the highest OnDemand user permission) can't see all Build Plans. https://<instance>/builds/allPlans.action
Cause:
'Restricted Admin' permission on Bamboo is not the highest permission level and doesn't allow browsing and administration of all projects, despite the documentation Bamboo permissions, says it does.
The permission 'Admin' is not available on OnDemand. (documentation should be updated on these two items if this is in fact not a bug)

Bamboo has the following default Global Permissions setup (as seen with sysadmin user) :
but non-sysadmin admins on OnDemand can only change:
The confusion:
When Configuring a plan's permissions there is a message that says:
- Note:
Users with the global 'admin' permission have all of the above permissions for this plan.
That 'admin' permission is not reachable to OnDemand so you might think that the 'admin' is really the 'global admin' when actually is a 'restricted admin'.
Ideas:
- remove the Note on OnDemand or clarify that global 'admin' is not available
- enable browsing and administration of all plans with 'Restricted Admin' privileges for OnDemand instances.
- Update documentation: Granting global permissions to users or groups and Bamboo permissions to display accurate information for OnDemand.
Workaround:
Bulk edit all plans to grant group Administrators the Admin Permission:
- ask atlassian support to do so or request every Plan owner to do so by using: <instance>.jira.com/builds/admin/chooseBuildsToBulkEditPermissions.action
