Currently in Bamboo, User Repositories are mutually exclusive.

That is, you can't have local users and also be connected to JIRA / Crowd. In order words, as soon as you select Users and groups from JIRA or Crowd, local user become inactive.

This becomes problematic if ever there's a problem with JIRA/Crowd, you'll become locked out of bamboo.

JIRA and Confluence both allow local and Crowd users to be active at the same time.
