Make system variables configurable for the EC2 agent

      At the moment, system variables are not configurable for the elastic agents. With feature, we can alter the agents memory allocation or add proxy settings

            The image part of this task was done a while ago. We only need UI. BuildEngs wanted that too.

            smaiyaki can you give me a good use case for why this is needed? Is the root of the problem an issue with our stock images?

            Ill resolve this one until we get more information.
